TECHNICAL QUALIFICATIONS

Mr. Knaggs is a Senior Aviation Consultant performing all CFR 14 Part 77 Airspace and Obstruction, Terminal Instrument Procedures (TERPS), FAR Part 150 Noise Compliance, and Local Land Use Plan analyses for clients who are proposing construction projects on and/or near the Nations airports. He is a time-tested, proven, Subject Matter Expert in this arena.

Initial Part 77 analysis identifies whether or not the project must be submitted to the Federal Aviation Administration (FAA) for their review, based on height of the project, distance from the airport, or published instrument approach paths. The second part of the analysis determines whether the proposed project will be an obstruction and whether or not marking and lighting will be required. The analysis also includes an evaluation of the proposed structure against other public/private airports and landing facilities, such as heliports and water-landing facilities. The full analysis identifies whether or not the proposed structure will affect navigational aids, cellular telephone towers and radio and TV signals.

Through the use of specialized TERPS, CAD, and GIS software, an analysis evaluates the impact of the proposed structure against the published Instrument Flight Procedures for each airport in the area. The TERPS analysis identifies whether the proposed structure will be a hazard to air navigation. The data derived from the TERPS evaluation allows the development of mitigation measures to reduce the impact on published procedures. Mr. Knaggs uses his expertise with the aforementioned software to compile an extensive, evidence-laden report, which supports the validity of the findings.

Executive Summary and Final Reports are then provided to the client, which outline all CFR 14 FAR Part 77 and TERPS issues, and provide recommendations for any items that might interfere with airspace surfaces or published flight procedures. Mr. Knaggs includes technical graphics to clearly show a structure's location in relation to airports, FAR Part 77 Surfaces, and TERPS Obstacle Clearance Surfaces. In the completed to determine whether or not the project is compatible with airport operations and what noise mitigation measures might be required.

At locations with local land use plans, projects are evaluated to determine whether or not they will comply with the local requirements. Where a project is not compliant with local guidelines, Mr. Knaggs provides a comparison of the local plan with the State or National land use guidelines to assist the client in obtaining variances.
